憲法規定的行政部門的結構：一般來說，州長比總統更受憲法的限制，在一些州，顯然他們要從屬於該州的議會。在 絕大多數情況下，他們要與其他選舉產生的行政官員一同執政──比如要與副州長、州總檢察長、司庫、審計長和州務卿等官員合作──州長幾乎無法控制這些官員 (如果能夠控制，也是極個別的)。
